Instructions for Consular Legalization

I. What is consular legalization?

Consular legalization refers to the activity in which consular legalization agencies confirm the authenticity of the last seal and signature of relevant foreign documents according to the application of natural persons, legal persons or other organizations. Consular legalization does not exercise the function of certifying the matters certified by foreign notarial certificates or other certification documents, and is not responsible for the authenticity and legality of the contents of the documents themselves. Documents applying for consular legalization shall comply with Chinese and Hungarian laws, and shall not harm national interests and public interests. Before sending documents issued by relevant Hungarian institutions to China for use, they should be legalized by the Chinese Embassy in Hungary. Before sending documents issued by relevant Chinese institutions to Hungary and other countries for use, they should be legalized by embassies and consulates in China. The embassies and consulates stationed abroad do not conduct consular legalization on documents issued by relevant domestic units.

II. Procedures and requirements

(I) Procedure

Documents issued by relevant Hungarian institutions and sent to China for use, which are stipulated by Chinese laws and regulations or required by institutions using the document, shall be notarized by relevant Hungarian institutions and certified by the Hungarian Ministry of Foreign Affairs and Trade before you can apply in the Chinese Embassy in Hungary for consular legalization.

(II) Application requirements

1.The applicant must be a party to the consular legalization document (the applicant for consular legalization of the birth certificate of a minor can be the parent or guardian of the child, and the applicant for consular authentication of the death certificate should be the close relative of the deceased).

2.Applicants must submit legal and valid identity documents such as passports, Hungarian residence permits, and Hungarian ID cards. Applicants of Chinese nationality and third country nationality are required to submit valid identity documents such as passports or travel documents.

3.The applicant must fill in the "Application Form of Consular Legalization of the Embassy/Consulate of the People's Republic of China Abroad" truthfully, completely and accurately. If the applicants entrust another person to act on their behalf, the completed application form, power of attorney (need to be notarized for Ukranian document legalization), valid identity documents of the principal and the agent, etc. shall be provided, together with the original signature in the "Signature of Applicant" and "Signature of Agent" columns of the application form.

4.For documents applying for consular legalization, please provide the original and a copy of each page of the document.

5.Companies or other organizations applying for consular legalization must submit the legal person or organization qualification certificate (the document must contain the name and identity information of the legal person or organization representative) and the identity card of the legal person or organization representative.

6.For special cases of consular legalization, please consult the Consular Section of the Chinese Embassy in Hungary. Our embassy will verify with the applicant the purpose of application for consular legalization and the purpose of the consular legalization certificate as needed, and will require the applicant to submit relevant supplementary certification materials if necessary.

III.Charging standards and processing time

(I) Normal processing takes 4 working days after the acceptance, during the epidemic period every Monday at 14:30-16:30 pm:

Legalization of civil documents:

Chinese citizens: 2000 HUF per copy,

Foreign citizens: 6000 HUF per copy

Legalization of commercial documents:

Chinese citizens: 4,000 HUF per copy

Foreign citizens: 12,000 HUF per copy

(II) For those who are eligible to receive urgent documents during the epidemic, they will be collected on the second working day after acceptance (please apply in advance if special circumstances require same day collection) at an additional charge of 11,000 HUF per copy.

IV. Matters needing attention

If the document applying for consular legalization contains illegal content, or the document has been altered, replaced, or in case of other circumstances that are not suitable for consular legalization, the legalization application will not be accepted. Documents legalized by our consulate shall not be disassembled or altered arbitrarily. Problems and related legal liabilities caused by the applicant's own disassembly or alteration of documents shall be borne by the parties concerned.
